Health insurance supplements are not a replacement for traditional health insurance. They are intended as the name says, to supplement your traditional health insurance.

An example of these plans would be an accidental plan. These plans will pay out a specific benefit amount in the case of an accident. Because you had this policy, the insurance company will pay you a check of $X amount in accordance to the policy you bought, The check is written out to you and you can use the check for whatever you want.
